Well to be honest i havent thought about it much, but i can put togather what my thoughts are just for you.
I am going to remind everyone that this is just an idea, so dont call me stupid or some unconstructive like that.
First thing that should be done is to make all systems in eve unique, that is almost a must. It will make travelling much more diverse, fun and much more interesting.
All jumpgates as now should be changed this way, lets say each region has one prime system (makes it easier to describe that way) it should take max. 8 jumps from one regions prime system to the neighbour regions prime system.
Prime System (Amarr) -> 4 jumps -> <- 4 jumps <- Prime System (Yulai)
8 jumps is not a lot you may say, but without instas it will take some time at least, and crossing several regions will add at least 8 more jumps per region. To compensate a bit when you warp to a stargate you should be dropped about 7,5km +/- away from it instead of the current 15km.
The idea will make travel slower yes, but at least its "different" and requires more work e.g if you want to move fast get your gang mates in frigates to make slingshots (slingshot is you get 13km behind the gate and your gang mate to warp to you).
Also warp speed has to be changed, battleships should be faster in warp, since they are big ships and would probably have a bigger warp drive then a frigate for example. Frigates will still have an advantage when coming out of warp as with no instas the battleship is not likely to jump before the frigate. Just to put some numbers at it;
Interceptors 5 au/s (they are interceptors right, made to intercept) Battleships 5 au/s Battlecruisers 4 au/s Cruisers 3 au/s Frigates 3 au/s
By the looks of it the frigate has a not so powerful warp drive like the battleship, but outside of warp the frigate still has its speed advantage. The battleship will come out of warp before the frigate, but the frigate again has the ability take back "lost time" at the gate when moving towards the gate.
It will be a large balance discussion about it, but it will maybe increase usage of battleships in enemy territory instead of the standard frigate gang roaming around.
Of course all ships would have to be rebalanced (agility and speeed) e.g Capital ships like the Freighters needs to get a small speed boost at least as no instas will really make travelling a living hell for these ships no matter what.
Im not sure if i got it all down, but thats the direction im thinking anyway on how to fix the insta problem...
